If your transcripts are in English, then some schools might be open to do in-house evaluation for you. If nothing in English, third-party evaluation is a must.
But I heard that a Chinese transcript only needs an English translation and does not require certification by an official agency.

I think all universities would need a transcript evaluation if thats an international degree? But for westcliff if you are really urgent you can submit the unofficial one to get the admission first, before before the final enrollment you still need the official one aka transcript evaluation anyways, dont think theres a way to get by
