For the 2ned question: Yes, it’s legally permitted.
For the 1st question: No, you won’t get another OPT because you already use it for your first master’s degree.

STEM OPT: My understanding is that you only get to use OPT once per degree level, so unfortunately you won’t qualify for OPT after a second master’s. The STEM extension requires an approved OPT, so it won’t make a difference.

Full-Time CPT: Full-time CPT is allowed, but if you use it for more than a year, you won’t qualify for OPT. However, if you’re doing a second master’s after already using your master’s OPT, then it’s likely not a concern.
